A Local Strategic Partnership (LSPs) is a single non-statutory, multi-agency body, which matches local authority boundaries, and aims to bring together at a local level the different parts of the public, private, community and voluntary sectors.
LSPs are key to tackling deep seated, multi-faceted problems, requiring a range of responses from different bodies. Local partners working through a LSP will be expected to take many of the major decisions about priorities for their local area.
Lack of joint working at local level has been one of the key reasons for lack of progress in delivering sustainable economic, social and physical regeneration, or improved public services, that meets the needs of local people. A combination of organisations, and the community, working co-operatively as part of an LSP will have a far greater chance of success.
To achieve these improvements, the Government, local authorities and other service providers need to work co-operatively, change the ways they work, reallocate resources and 'bend' their mainstream programmes to tackle issues that really matter to local people.

Issues Surrounding health and well being for people in Barnsley
The Joint Strategic Needs Assessment (JSNA) identifies "the big picture" issues around health and well being for people in Barnsley. It pulls together into one place all the best available information regarding assessment of the current and future health and well-being needs of the Barnsley population.
The concept of a JSNA has been introduced in the recent Local Government and Public Involvement in Health Bill. It is an important part of the new duty to collaborate for local authorities and primary care trusts (PCTs). Whilst recognising the important thrust of Government policy towards personalised services and care, the JSNA is a tool to identify groups whose needs are not being met and who are experiencing poor outcomes.
Responsibility for producing the JSNA lies with the Director of Public Health, Director of Adult Social Services and Director of Children, Young People and Families.

Digital conference celebrates pioneering IT Partnership
In 2006 Barnsley Council and Bull formed a groundbreaking joint venture company, Bull TCL, to manage the council's information technology operations, and to compete for IT support contracts in the wider world.
Early successes including substantial efficiencies under the government's efficiency agenda, and the securing of commercial contracts worth several million pounds, laid the foundation for improvements in both council services for Barnsley residents and further economic development in the borough. Barnsley’s ambitious new-style Local Area Agreement (LAA) has been signed off by Hazel Blears, the Secretary of State for Communities and Local Government. The new-style LAA heralds a new relationship between central and local government and partnership working with others to deliver local improvement priorities over the next three years.
