The Performance Management Group (PMG) was established to performance monitor the delivery of the Community Plan and Local Area Agreement. The group meets quarterly and receives monitoring reports from each of the respective Delivery Partnerships on their performance over the previous quarter. This details both performance against high level targets and activities that are in place to achieve improved outcomes for Barnsley.

PMG reports quarterly into the One Barnsley board on an exception basis, identifying risk areas and what remedial action is in place to remedy the situation.

All Delivery Partnerships have representation on PMG and the group is chaired by David Towler (BDA/ Economic Forum).

Terms of Reference:

To appraise, challenge and scrutinise Delivery Partnership performance towards the achievement of the Community Plan and LAA;
To identify areas of underperformance and what remedial action is required to remedy the situation;
To identify successes and share best practice and learning;
To report to the One Barnsley board progress against the achievement of Community Plan targets on a quarterly basis;
To report to the One Barnsley board and GOYH progress against the achievement of LAA outcomes and targets as appropriate;
To provide an annual report to the One Barnsley board of performance outturns against the Community Plan and LAA suite of indicators;
To set up and maintain the One Barnsley performance management framework to ensure it remains fit for purpose;
To identify performance management best practice and utilise what works to adapt to the Barnsley context;
To undertake environmental scanning to maintain continuous improvement;
To embed a performance management culture throughout the Partnership;
To work with the other One Barnsley subgroups to ensure overall co-ordination of partnership activity.
